The Research Manager will directly oversee a portfolio of 3 to 6 rigorous research studies in Rwanda across multiple thematic areas including Education, Agriculture, Health and Financial Inclusion.

In addition to directly overseeing studies, the Research Manager is the technical lead for the country program with responsibility for ensuring all studies comply with research and policy minimum must-dos and data security protocols.

The Research Manager plays a key role in the country program’s research development efforts. Working with the Country Director the Research Manager will develop and maintain new relationships to develop new research studies, input into research study designs, write donor proposals and create donor budgets.

The RM will is key member of the country program senior management team and will deputize for the Country Director to ensure that effective support is being given to all studies across the country program portfolio and to ensure staff are adequately trained in the best practices of research as well as equipped to represent IPA’s work through policy dialogue.

Responsibilities 

The Research Manager will be responsible for the following tasks including but not limited to:

Direct project portfolio:

  • Keep the Country Director apprised of all developments on the projects in the portfolio, and serve as key link between the field office, project staff, and Principal Investigators
  • Ensure project adherence in the field to general research design, sample selection, data management and analysis, and overall project management
  • Oversee project financial management, including creation and monitoring of project budgets, and ensure smooth integration of projects into IPA financial systems
  • Work with field office staff to ensure sound human resource and operational management of projects
  • Directly supervise project research staff (Research Associates and Field Managers), and help with transitions, on-boarding of new research staff and maintaining "institutional memory" of project activities
  • Ensure that project deliverables, such as reports and financial statements, are submitted to donors and partners on time
  • Lead training on data management and general project management for new/incoming project research staff
  • Attend meetings with local government officials and partners to ensure success of both project specific and key IPA programmatic activities
  • When requested, support the dissemination of results via presentations and reports to academic and non-academic audiences

Country program wide:

  • Promote inter-project best practices and take a lead in sharing best practices with projects through formal and informal training opportunities
  • Be the point of contact for data management and analysis support for project staff by serving as the link between projects and IPA headquarters
  • Attend meetings with local government officials and partners to ensure success of both project specific and key IPA programmatic activities
  • Support the Country Director in the development of new research studies in cooperation with principal investigators and partner organization
  • Deputize for the Country Director, when delegated, to ensure that effective support is being given to all studies across the country program portfolio and to ensure staff are adequately trained in the best practices of research as well as equipped to represent IPA’s work through policy dialogue.
Qualifications 
  • At least 5 years of project management experience. Extensive experience supervising data collection, teams of field workers, and survey design and implementation.
  • Masters in development economics, or a field related to international development.
  • Previous work experience in developing countries is required.
  • Extensive experience conducting social science or economic field research. Background in randomized control trials is strongly preferred.
  • Cultural sensitivity and demonstrated ability to work successfully with diverse constituencies required.
  • Strong budgeting and financial management skills.
  • Experience with presenting research findings at public forums, including to non-research focused audiences, is preferred.
  • Experience in building capacity on technical matters
  • Advanced experience and skills in Stata or R, and SurveyCTO or ODK programming language
  • Strong written and oral communication skills and complete fluency in English is required.
