About the Organization

The Abdul Latif Jameel Poverty Action Lab (J-PAL) is a global research centre working to reduce poverty by ensuring that policy is informed by scientific evidence. Anchored by a network of 194 affiliated professors at universities around the world, J-PAL conducts randomized impact evaluations to answer critical questions in the fight against poverty. J-PAL South Asia, based at the Institute for Financial Management and Research in India, leads J-PAL’s work in the South Asia region. J-PAL South Asia conducts randomized evaluations, builds partnerships for evidence-informed policymaking, and helps partners scale up effective programs. Over more than ten years of existence, J-PAL South Asia has conducted 193 ongoing and completed randomized evaluations.

About the Position

J-PAL South Asia, based at the Institute of Financial Research and Management in India, seeks a Training Manager to support its capacity building activities under the Innovations in Data and Experiments for Action (IDEA) Lab. We are looking for a high-calibre individual who can leverage their knowledge, experience and passion for policy, learning, communication and data to engage with policy stakeholders on a diverse range of capacity building activities.J-PAL launched the IDEA initiative in 2018, and subsequently the first IDEA Lab was set up in J-PAL South Asia, with the aim to increase the use of administrative data by governments, non-profits, private firms and researchers for evidence-informed decision making. A key component of IDEA Lab’s mandate is to build capacity of data providers, especially government partners, through conducting customized workshops, hands-on training through data use cases and advisory services on making administrative data accessible and usable for research and for better decision-making. The IDEA team has existing partnerships with several state governments, Tamil Nadu, Haryana, Punjab and is working across sectors such as health, social welfare, labour, urban services, taxation etc. The Training Manager will work closely with the IDEA Project Director and Research Managers to build partnerships with various stakeholders, disseminate IDEA’s content and knowledge products to a policy audience and serve as the engagement manager for the planning and execution of all capacity building activities. S/he will also contribute to the core IDEA team and organizational responsibilities. 

The key responsibilities include:

Partnership Management and Stakeholder Engagement

  • Support IDEA project director and collaborate with peers in identifying opportunities for building capabilities of data providers (government and non-government) on data quality, cleaning, analysis and use.
    • Serve as the lead interface and partnership manager for the IDEA capacity building team’s external partners, which may include nodal departments in state governments, central agencies, and other private and non-governmental partners.

Policy Dissemination

  • Support the IDEA team’s dissemination of knowledge products and best practices on the use of administrative data for policy decision-making: This may entail understanding and synthesizing internal products created by the IDEA research teams into non-technical policy outreach materials such as briefs, policy memos, concept notes, letters, presentations; as well as convening in-person and virtual dissemination events for a policy audience.
  • Training and Capacity Buildingo Together with the IDEA capacity building team, contribute to the delivery of content (online and in person) related to administrative data access and use at internal and external trainings, workshops and any other capacity building activitieso Together with the IDEA capacity building team contribute to the hands-on learning for government partners through demonstration projects/ opportunities for learning by collaborative use cases.o Support a wide range of capacity building and advisory efforts aimed at innovative initiatives such as developing and communicating advisory inputs into data policies, admin data catalogues, knowledge platforms, setting up of data analytics/use units, etc.

    • Support project director and peers, as needed, on core activities of fundraising, donor reporting, partnership management and dissemination.
    • Engagement with the J-PAL Training vertical to ensure all best practices and processes are followed, provide regular updates to the Senior P&T Manager, provide support on other training team activities.


  • Advanced degree (Master’s or higher) in economics, public policy, mathematics, statistics, data science or related fields. 
  • Minimum 4 years of work experience in research, training, and/or monitoring and evaluation. 
  • Experience working with government partners and other policy stakeholders is highly desirable. 
  • Any experience in training and other capacity building activities is highly desirable. 
  • Prior experience working with datasets and conducting field data collection would be an advantage.
  • Proficiency in statistical packages like R is highly desirable. Skills, competencies and behavioural attributes 
  • Exceptional communication skills, including writing, conversing and presenting clearly in English. Working proficiency in one or more languages such as Hindi, Punjabi, Tamil or Oriya highly desirable.
  • Advanced policy writing skills and the ability to communicate lessons from technical academic research in ways that policymakers and practitioners understand. 
  • Demonstrated ability to lead teams and engage constructively with multiple team members (internally and externally) in a collaborative manner and on short timelines.
  • Proven ability to handle several different projects/tasks at one time, successfully plan, delegate and complete tasks, and meet deadlines while ensuring high quality work 
  • Attention to detail and precision. 
  • Willingness to travel domestically frequently and flexibly.
  • Initiative, resilience and flexibility in adapting to changing contexts. 
  • A passion (and lots of patience) for teaching/training and working with data, belief in creating resources for public good and knowledge-sharing. 
  • Belief in working synergistically rather than individually, and an interest in understanding and managing behaviour change.
