Senior Policy Associate, J-PAL Middle East and North Africa

Nour Moussa is a Senior Policy Associate at J-PAL Middle East and North Africa. In this role, she partners with researchers and stakeholders in the public, private, and civil society sectors to promote evidence-informed policymaking across the Humanitarian Action and Environment, Energy, and Climate Change sectors. 

Prior to joining J-PAL in 2026, Nour was a research manager for the ‘Skilled Migration for Refugees’ impact evaluation part of the World Bank’s Innovation Challenge on Jobs and Migration and led multi-country fieldwork across Africa, the Middle East, and Europe. Previously, Nour worked at UNICEF’s Headquarters in New York where she contributed to global advocacy, data and programme efforts to protect the rights of migrant and displaced children. 

Nour holds an MSc in Migration Studies from the University of Oxford as a Chevening Scholar, and a BSc in Philosophy, Politics and Economics with a major in Economics from the University of Warwick.
