Charul Dhingra

Policy Manager, J-PAL South Asia
Charul Dhingra is a Policy Manager at J-PAL South Asia, where she leads J-PAL’s engagement with the Department of Education, Government of Karnataka. She works to embed research-backed programs within the public education system by supporting their design, institutionalisation, and scale-up to improve foundational learning outcomes. In doing so, she brings together key actors across government, academia, implementation partners, and funders to build alignment and drive forward a shared vision for evidence-informed education reform.
Her portfolio spans multiple programs being delivered at scale. This includes Ganitha Ganaka, a phone-based foundational math learning program built on the Teaching at the Right Level (TaRL) approach; Marusanchana, a remedial education program for Grades 6–10 aimed at helping students catch up on essential skills; and Math Games, which leverages activity-based learning to support math instruction in early grades. She also contributes to synthesizing implementation learnings and produces knowledge products that surface broader lessons on scaling across contexts—helping generate insights on what it takes to embed and sustain evidence-based programs within government systems.
Prior to joining J-PAL, she worked with NGOs in the field of education to support the Indian Ministry of Education, National Council of Education Research and Training (NCERT) and several state governments in designing and implementing large-scale systemic education transformation programs, leveraging tech and data. She also has experience supporting government stakeholders in implementing the NIPUN Bharat Mission by conducting whole-school improvement programs led by education leaders at scale.
Charul holds a Master’s degree in Education from Azim Premji University and a Bachelor’s degree in Economics and Finance from Ahmedabad University.
