Policy and Research Manager, J-PAL Latinoamérica y el Caribe

Daniel Cordeiro is a Policy and Research Manager at J-PAL LAC, where he leads the implementation of the Pathways to Preschool project in Brazil and coordinates engagement with key policy stakeholders, including state governments, municipalities, and schools. As the manager of one of J-PAL’s Large Intervertical Programs and Initiatives (LIPIs), he works closely with governments, NGOs, academics, and other partners to foster collaboration and advance evidence-informed policymaking. His work focuses on early childhood education policy, implementation support, and translating evidence into practical guidance for partners.

Before joining J-PAL in 2025, Daniel built over eight years of experience managing large-scale education initiatives across government, philanthropy, and the private sector in Brazil. At Oracle, he led the company’s skills development program in Latin America, overseeing implementation in partnership with multiple governments and universities. At Instituto Reúna, he led fundraising efforts and supported technical cooperation partnerships with NGOs, private-sector organizations, multilateral institutions, education departments, and Brazil’s Ministry of Education. Earlier in his career, he contributed to major education reform efforts and to COVID-19 learning recovery programs at CONSED and the São Paulo State Department of Education, including work connected to high school reform across Brazil’s 27 states.

Daniel holds a Master’s in Public Policy from Fundação Getulio Vargas’s School of Business Administration (FGV-EAESP) and a BA in Public Administration from the same institution.
