Victoria Moura
Senior Policy Associate, J-PAL North America
Victoria Moura is a Senior Policy Associate at J-PAL North America, where she supports the communications team and Health Care Delivery Initiative, and works with state and local governments with developing and disseminating evidence from randomized evaluations.
Before joining J-PAL North America in 2024, she worked on topics of urban development, democratization, and transparency in Latin America.
She completed a master’s degree in development studies at the Geneva Graduate Institute in Switzerland, focusing on human rights, inequality, and public policy. Victoria also has a BA from Wellesley College in international relations with economics. She is fluent in both Spanish and Portuguese.
