Building Evidence Ecosystems in Governmental Digital Inclusion Initiatives through Training
Overview
The Egypt Impact Lab (EIL), in collaboration with the German Agency for International Cooperation (GIZ), is implementing the Supporting e-Government and Innovation in the Public Administration (InnoPA) project on behalf of the German Federal Government. In partnership with the Egyptian Ministry of Communications and Information Technology (MCIT), EIL is conducting two rounds of training for MCIT officers on Government Digital Inclusion Initiatives.
The first training sessions take place from November 24 to 26, 2025, for staff involved in the Digital Haya Karima (DHK, or Digital Decent Life) Initiative. The second training sessions occur from December 1 to 3, 2025, for staff involved in the Digital Community Development (DCD) Initiative.
The program is designed to:
- Connect policymakers with implementation expertise
- Build technical capacity in evaluation methodologies
- Foster international learning networks
- Enable evidence-based program scaling
The morning opening session features opening remarks from GIZ representatives, Dr. Reham Rizk, Director of the Egypt Impact Lab, and Dr. Sherifa Sherif, Executive Director of Egypt's National Institute for Governance and Sustainable Development, EIL’s host institution.
Each round consists of three days of training. The event progresses from high-level policy discussions to hands-on training in impact evaluation methods, where technical participants will engage in interactive learning, case studies, and practical exercises that will enhance their ability to design, implement, and evaluate evidence-based programs in governmental digital inclusion Initiatives. This training is part of the “Supporting e-Government and Innovation in Public Administration” (InnoPA) project, funded by the German Federal Government and GIZ.

About the InnoPA project
The supporting e-government and Innovation in Public Administration (InnoPA) project is funded by the German Federal Government and implemented by GIZ in partnership with the Egyptian Ministry of Communications and Information Technology (MCIT). The project promotes digital innovation in public administration, strengthens government capacity, and supports citizens in developing digital skills. Its activities focus on building knowledge and technical capacity through training, networking digital sector stakeholders to improve public services, advising the government on strategies for equitable digital transformation, and supporting civil society initiatives that train disadvantaged populations in digital competencies.
