Roland Dubb
Data Scientist, J-PAL Africa
Roland Dubb is a data scientist at J-PAL Africa, based at the University of Cape Town's School of Economics. Here he works in the Water, Air and Energy Lab in partnership with the City of Cape Town. This partnership generates research to inform the scaling of evidence-based policies to improve the City's water, air and energy landscape for all its residents. Roland's work with the City's data science team plays a key role in developing data infrastructure, facilitating data-driven policy-making, and supporting research projects.
Prior to joining J-PAL in 2025, he worked in the private sector as a data scientist and a machine learning engineer. He has also worked for UNICEF's data, research, and policy team on world child health.
Roland holds a MSc. from the University of Cape Town where his research focused on improving evaluation techniques for reinforcement learning algorithms. He also holds a Bachelor of Science Honours in mathematical statistics.
