Hub of Advanced Policy Innovation for the Environment (HAPIE)

HAPIE, which stands for the Hub of Advanced Policy Innovation for the Environment, is part of J-PAL’s network of Air and Water Lab (AWLs) with Community Jameel. AWLs collaborate with government agencies to tackle critical air and water issues through evidence-based policymaking.

About HAPIE

HAPIE, like its regional AWL counterparts in India and South Africa, works closely with government partners to co-generate evidence-based solutions for the most pressing air and water challenges. HAPIE is made possible with generous support from its founding partners, Community Jameel and the Sawiris Foundation for Social Development. 

HAPIE also represents the Egypt Impact Lab's (EIL) extension into the environment, energy, and climate change sectors. Established through a partnership between J-PAL MENA and the Ministry of Planning and Economic Development, the EIL has played a vital role in embedding evidence-based policy approaches across various development sectors in Egypt. 

EIL is a government-embedded lab positioned in the National Institute for Governance and Sustainable Development (NIGSD) to strengthen the effectiveness and cost-effectiveness of Egypt’s poverty reduction policies in several sectors.

Egypt’s Vulnerability to Climate Change 

Climate change poses a significant challenge in Egypt, where the country is experiencing increasing temperatures, an average of 0.53 degrees celsius per decade, and unprecedented weather fluctuations. Egypt relies heavily on the waters of the Nile River for irrigation and drinking water, which supplies almost 90 percent of the country's water supply. Furthermore, changes in rainfall patterns and rising sea levels threaten water quality and its impact on agriculture and food security. The combination of population growth and urbanization is exacerbating the situation, putting additional pressure on limited natural resources. 

Building on Successful Partnerships

Following the successful launch of EIL in 2022, J-PAL MENA launched HAPIE as an extension of the Egypt Impact Lab (EIL) in 2025. HAPIE will provide policymakers with valuable evidence on which technological and policy solutions are effective and cost-effective in addressing climate change and poverty in the region.

Request for Proposals

Full randomized evaluations, path-to-scale, proposal development, and pilot proposal for HAPIE funding will be available on a rolling basis for the year 2025.

  • Travel/proposal development grant applications (up to $15,000); and
  • Pilot (up to $75,000)
