Katie Chen

Katie Chen is the Policy Manager to the Global Executive Director at J-PAL, where she works closely with Global Executive Director Iqbal Dhaliwal to implement J-PAL’s global strategy and organizational priorities.

Prior to joining J-PAL in 2025, she worked at the intersection of behavioral science and international development as a Behavioral Scientist at Save the Children International and an Advisor at The Behavioural Insights Team. She previously worked at McKinsey & Company, advising governments, donors, and private-sector leaders on organizational strategy, public health, and financial services. Her professional experience spans seven countries across North America, Africa, Asia, and Europe.

Katie holds a Master's in Public Administration in International Development from the Harvard Kennedy School, where she was a Frank Knox Fellow and recipient of the Outstanding Thesis Award. She also holds an Honors Business Administration from Western University, where she graduated first in her class.
