Individuals in Michigan that are receiving, have received, or have applied for unemployment insurance benefits. Excluded from the data are out-of-state wages or wages from non-covered employment, such as independent contractors.

Access

Michigan Unemployment Insurance (UI) records are available upon request to public Michigan colleges and universities, public officials, , contractors of Michigan State public officials, and Michigan Works! workforce development agencies. To request data, researchers must complete a Request for Information Form that includes requestor’s contact information, a description of the records requested, and the purpose of the request. If approved, researchers must sign a Memorandum of Understanding (MOU) and return it to UI alongside payment. If the request is partially approved, UI will communicate any necessary modifications.

Researchers working with independent nonprofit educational institutions, including private colleges or universities in Michigan, cannot directly access UI records. However, UI is able to perform data analysis and provide the results at the request of the independent educational institution. This requires a MOU with UI.

This process applies exclusively for Michigan researchers and institutions. Currently, the process to access state data sets for out-of-state researchers and institutions is under development.

Requestors are expected to cover the cost of material and labor. UI will make efforts to minimize the cost. The cost is variable according to the complexity of the request. If requestors are able to provide the SSN's for individuals for whom they are requesting data, costs will be greatly minimized. Other costs that must be reimbursed by the requestor include data transfer fees and audit costs.

Linking

UI does not list specific identifiers as requirements for linking to individuals’ outcomes. However, the data set may include the identifiers listed above upon request and depending on what type of institution requests the information.
