Adapting for Scale: Embedding Targeted Instruction in Pakistan (TIP) Program Materials in Provincial Teacher Training
The Targeted Instruction in Pakistan (TIP) program is a targeted instruction, remedial learning and structured pedagogy intervention to improve foundational literacy and numeracy among primary school students. TIP was evaluated through RCTs in Khyber Pakhtunkhwa (KP) and Islamabad Capital Territory (ICT) during 2022-2023. TIP led to significant improvements in foundational outcomes at low cost (1.9-2.9 LAYS per $100), making it a highly cost-effective approach for addressing learning gaps. High-quality teacher training and accompanying teaching and learning materials were a key ingredient to the program’s success and received excellent feedback from beneficiaries.
Building on this evidence, the KP Elementary and Secondary Education Department (KPE&SED) made a policy commitment in 2025 to scale-up TIP through government systems across all 27,000 public primary schools, impacting over 100,000 teachers and three million students. KPE&SED opted to integrate TIP materials into its Continuous Professional Development (CPD) framework, with the goal of embedding core TIP pedagogical practices into routine classroom practice.
In the 2025-26 academic year, the CERP research team has started working closely with KPE&SED to embed TIP materials within the CPD structure. Early implementation experience, however, suggests that effectively integrating TIP into the existing CPD system and teacher classroom practice faces operational and systemic challenges. Limited structured training time to cover the breadth and depth of TIP materials and a lack of mentorship to address variation in teacher capacity make it difficult for teachers to adopt and apply TIP practices in classrooms at scale. To address these challenges, this project seeks to support the adaptation of TIP instructional materials and training for large-scale implementation through government systems. Specifically, the team aims to adapt, simplify, and modularize TIP materials for delivery at scale and embed TIP pedagogies into ongoing teacher training and mentoring structures.
Through close collaboration with KPE&SED, this work will be directly aligned with KP’s Foundational Learning Policy (2024), which prioritises teacher training and access to teaching and learning materials, and will generate actionable lessons to support evidence-based implementation of these policy pillars. This project will allow more hands-on team support, increasing the likelihood of successful integration of materials and take-up by teachers.
