Digital Identification Systems, Digital Financial Services And Household Welfare In Ghana
This project examines the adoption of the biometric Ghana Card among low-income and marginalized populations, with particular attention to gender and structural barriers that affect registration. The research aims to understand the social, logistical, and institutional factors shaping access to digital identification systems across Ghana. Drawing on a nationwide survey, the study investigates how awareness, accessibility, and administrative processes influence enrollment, especially for women and rural residents. By identifying key constraints such as documentation requirements, distance to registration centers, and delays in card issuance, the project seeks to generate actionable insights for policymakers and program implementers. These findings will inform the design of a future randomized evaluation focused on improving equitable access, strengthening delivery systems, and promoting the use of digital identification for inclusion and service access.
