Evaluating the Impact of the PROMET Digital Learning Program in Senegal Schools

This research proposal, submitted by the Saint-Louis Economic Research Laboratory (LARES), seeks to evaluate the impact of the PROMET program, a digital learning initiative by Senegal’s Ministry of National Education, on primary school students in low-income communities. PROMET aims to enhance literacy, mathematics, and science skills through tailored digital tools, addressing educational inequalities. The study will assess PROMET’s effectiveness across different geographic areas (urban vs. rural), grade levels , and gender, while also exploring its influence on student engagement and motivation, and identifying barriers to its implementation. The proposed methodology involves a randomized controlled trial (RCT) with 24 schools (12 urban, 12 rural) divided into treatment and control groups. The treatment group will use the PROMET platform, while the control group will continue with traditional teaching methods. Selected students will be assessed on literacy and mathematics outcomes based on geographic location, grade level, and gender. Data will be collected through standardized tests, surveys, and qualitative feedback from teachers, students, and parents. The study will measure academic performance, attendance, and progress rates, providing a comprehensive evaluation of PROMET’s impact. Expected outcomes include a rigorous assessment of PROMET’s effectiveness, identification of challenges and improvement levers, and actionable recommendations for scaling up the program. The research aims to inform future decisions on integrating digital technologies in education to promote equity. LARES requests this funding from J-PAL to conduct this pilot study, with plans for a larger-scale evaluation in the future. This initiative aligns with J-PAL’s mission to improve educational outcomes for marginalized populations.
