Social Incubation Process

General Information

The objective of JOI Brazil's social incubation is to support organizations in developing their theories of change and plans for monitoring and evaluating their programs, public policies, and projects in a systematic and robust manner.

To do this, JOI Brazil identifies and technically strengthens organizations whose activities and programs are in the area of employability, entrepreneurship, and income generation with a view to stimulating the generation of robust new scientific evidence that responds to the pressing issues of the labor market in the country.

Target Audience

The social incubation of JOI Brazil is open to any organization interested in conducting impact evaluations of its policies, programs and projects whose themes are part of the priority issues of JOI Brazil. The social incubation has as target audience institutions that operate in Brazil, such as:

  • Government: national, state, or municipal levels
  • “Sistema S” entities
  • 3rd sector organizations: NGO, OSC, private foundations, associations
  • Companies and startups
  • Business of social impact

Active Search

JOI Brazil is actively seeking government agencies, “Sistema S” entities, non-governmental organizations, private foundations, companies, and businesses of social impact that carry out innovative work in the area of the labor market, employability, entrepreneurship, and income generation to invite them to join forces with JOI Brazil to produce impact evaluations. Workshop

The next edition of the workshop will take place in 2023. The goal is to train participants in designing and implementing rigorous impact evaluations. During the workshop, each group will work on the theory of change, indicators, and monitoring of their own project. The workshop will be delivered by the J-PAL LAC and JOI Brazil teams. Technical Assistance

JOI Brazil will provide technical assistance to refine, together with the project team, the construction of the randomized impact evaluation plan of the program, seeking at the same time to contribute to the design of the evaluated policy and respond to academic knowledge gaps. This support is customized and free of charge and can last up to 3 months. At the end of the technical assistance, the JOI Brazil team, in partnership with the project team, will prepare a document systematizing: the objectives of the evaluation project, research questions, related literature, theory of change, indicators, evaluation design, randomization strategies, sample size, data collection design, threats to the evaluation, and budget.

Matchmaking

The matchmaking consists of building bridges on the formation of partnerships between the project implementing organization and researchers from the J-PAL network so that the evaluation plan can be executed. Besides technically conducting the impact evaluation of the project, and ensuring robustness and solidity in the analysis, the J-PAL academic network is responsible for applying the evaluation project to JOI Brazil's research funds, which may enable the financing of the study. In short, it is at this stage that the final design of the evaluation and the strategies for execution and financing of the study are defined.

Additional Information

Request for Proposal (RFP)

JOI Brazil funds randomized impact evaluations that address pressing issues in the Brazilian labor market. Every project enrolled in the research call for proposals must be submitted by at least one researcher from the J-PAL network, who will also participate in the study. The initiative opens two calls per year and, in order to apply, it is not necessary that the proposal has gone through the social incubation process. The J-PAL academic network can also submit projects that did not come from the social incubation process. J-PAL affiliate researchers, J-PAL post-docs, and J-PAL invited researchers are eligible to apply. Ph.D. students, with support from an adviser who is a J-PAL affiliate or J-PAL invited researchers, are also eligible to apply.
