Harlan Downs-Tepper

Harlan Downs-Tepper is an Evidence to Scale Advisor at J-PAL Global, where he supports researchers, policymakers, and practitioners to leverage rigorous evidence to improve lives at scale.

Before joining J-PAL, Harlan led Weiss Asset Management Foundation, where he built its grantmaking strategy and portfolio of cost-effective, evidence-driven programs across global health and development. Earlier in his career, he was Chief of Staff at IDinsight, a global development consulting organization. He has lived and worked in India, sub-Saharan Africa, Latin America, and the United States.

He holds a PhD in political science and public policy from Duke University, and a BA in Social Studies from Harvard College.
