Senior Associate, J-PAL Latin America and the Caribbean

Jeffrey Flores is a Senior Associate at J-PAL Latin America and the Caribbean, based in Guatemala. As part of the Policy and Communications group, he supports the Ministry of Environment and Natural Resources (MARN) in strengthening Guatemala’s payment for ecosystem services (PES) scheme. His work focuses on providing analytical and operational inputs to improve policy design and implementation, particularly in forest conservation and sustainable development initiatives.

Prior to joining J-PAL, Jeffrey worked with Guatemala’s Ministry of Economy under the ATraCSI/IESC project, where he coordinated the operational and technical management of the National Trade Facilitation Committee. He has also held roles in the private sector in business intelligence, data automation, and strategic planning. His experience combines data analysis, monitoring and evaluation, and the coordination of multi-stakeholder initiatives across the public and private sectors.

Jeffrey holds a BSc from Universidad del Valle de Guatemala and postgraduate diplomas in Population, Public Policy and Methodologies for Development. He is also an alumnus of the Global Undergraduate Exchange Program (UGRAD), through which he studied at the University of Minnesota, Twin Cities.
