M&E (Training) Manager - J-PAL South Asia

The Training vertical at J-PAL South Asia (J-PAL SA) at the Institute of Financial Management and Research (IFMR) works on strengthening monitoring and evaluation capacities and systems and helping implementers, policymakers, and researchers become better producers and users of evidence.
To achieve this, the J-PAL SA training team offers M&E technical assistance and capacity building to governments, civil society, and M&E practitioners to support use of high-quality M&E for evidence-based decision-making.
J-PAL SA hosts the Centre for Learning on Evaluation and Results (CLEAR South Asia), a key implementing partner of the Global Evaluation Initiative (GEI). CLEAR South Asia implements all activities related to capacity building and on strengthening monitoring & evaluation (M&E) and data governance systems across J-PAL South Asia’s government engagements and works closely with the GEI Secretariat at the World Bank to align the regional strategy with broader organizational objectives.
CLEAR/J-PAL SA seeks an M&E Training Manager to lead our evaluation capacity development work through long-term government partnerships, technical advisory services, training workshops, fellowships, and M&E knowledge products and events. Descriptions of the programmes, key responsibilities, and other requirements for the role are as detailed below:
Key Responsibilities:
- Coordinating and executing high-quality M&E capacity building services, including open enrollment and custom courses, technical advisory services, knowledge products and outreach events
- Supporting state and central government partners in M&E system strengthening through M&E diagnostics, technical, and other advisory support services
- Leading the development of training content on key M&E topics
- Lecturing at high-level M&E workshops for different government, and non-government stakeholders to build their overall M&E capacity
- Supporting activities related to the financial and operational management of the CLEAR South Asia Center and assisting in reporting for the World Bank’s Independent Evaluation Group (IEG) and GEI
- Assisting in developing, monitoring, and continuously revising CLEAR South Asia strategy, in collaboration with the GEI Secretariat, IFMR, and the J-PAL Global Training team
- Mentoring and supervision for Senior Training Associates / Training Associates
Qualification:
Education:
- An advanced degree (Masters or higher) in the fields of development studies, economics, public policy, political science, sociology, or relevant social science field related to monitoring and evaluation is required.
Experience:
- Minimum of 4 years of relevant professional experience in M&E, government consulting, data analysis for the development sector or social impact evaluations is required.
- Prior experience in working as an evaluator or developing M&E frameworks for government stakeholders is preferred.
- Prior experience of working in in the government, multilateral organization or international evaluation community is desirable.
- Monitoring and evaluation technical skills:
- Strong M&E skills, as demonstrated in professional and / or academic experience.
- Candidates should have a strong understanding of evaluation tools, concepts, methods and approaches, particularly impact evaluations.
- Strong data analytics skills, and experience of working with large government survey and administrative datasets is preferred.
- Partnership management and fundraising:
- Demonstrated partnership management skills is required.
- The ability to build and maintain relationships with senior government officials, development partners and other stakeholders, including experience with donor coordination is preferred.
- Fundraising experience with bilateral or multilateral institutions, foundations, etc. and management of donor funding is desirable.
Capacity Building and Teaching skills:
- A strong record of providing technical advisory services (e.g., to governments, NGOs, etc.) and teaching on M&E, developing curricula, either through workshops or in a formal university setting is required.
- Other Skills and Competencies
- Strong communication skills, including the ability to present in a clear, objective and engaging manner in high-level settings
- Proven ability to handle several different projects/tasks at one time, successfully complete tasks assigned, and meet deadlines;
- High level of attention to detail;
- Strong interest in monitoring and evaluation and/or international development policy as demonstrated by coursework and professional experience.
- Language: Excellent verbal and written English skills and demonstrated ability to communicate effectively in a multi-cultural environment.
- Travel: Position requires travel throughout India and South Asia to deliver capacity building activities, as well as promote new partnerships and initiatives.
