Allocating Identity: Distribution And Impact Of Kaduna’s Kadrima Card

Despite Kaduna State’s efforts to strengthen social protection through digital identification, many vulnerable residents still lack formal IDs and access to basic services. To address this, the Kaduna State Residents’ Identity Management Agency (KADRIMA) has introduced a new biometric Residents’ Card. This project evaluates how different card distribution methods, such as centralized collection points and door-to-door delivery, affect take-up, financial inclusion, and access to social programs among poor households. Researchers will also test whether providing eligibility information alongside the ID card enhances access to government benefits. Through a randomized evaluation involving 13,000 citizens, the study aims to identify the most equitable and cost-effective way to scale digital ID systems. Findings will inform Kaduna’s plan to expand the program to all 9 million residents and offer lessons for other African governments seeking inclusive digital identification solutions.
