Can digitization help foster synergies between urban service delivery and local revenue mobilization?
This proposal investigates whether digitization can enhance the synergies between urban service delivery and local revenue mobilization in The Gambia, with a focus on the Kanifing Municipal Council (KMC). KMC is undergoing reforms to digitize its waste management system by implementing electronic billing and QR code-based tracking, alongside a property tax digitization project. These reforms aim to improve efficiency, service delivery, and tax compliance. The project will conduct randomized controlled trials (RCTs) to assess the impact of these digital interventions. By linking service delivery improvements with tax compliance, the project seeks to provide valuable insights into how digital governance tools can strengthen public service delivery and local fiscal capacity.
