The Impact of Biometric Identification Technology Use on Employee Attendance and Payroll Management: Experimental Evidence From Ethiopia Public Service Sector

The inefficiency and mismanagement of human resources, particularly absenteeism and ghost workers, undermine effective service delivery in the public sector. The project aims to evaluate the impact of biometric identification systems on eliminating ghost workers and reducing absenteeism in Ethiopia's public sector. Based on the outcome of the evaluation, the project aims to provide evidence-based policy recommendations on the use of biometric identification technologies to enhance transparency, accountability, and management of human resources in Ethiopia's public sector.
