Strengthening Managerial Capacity in the Public Sector: A Randomized Evaluation of the Program for the Strengthening of Municipal Management

This project has been canceled. Countries throughout the developing world have decentralized the delivery of public services to local governments, in hopes that the informational advantages of local officials may improve the allocation and targeting of public resources. In many cases, however, these expectations have not been met. The goal of this pilot project is to lay the groundwork for implementing a broader, longer-term project that will rigorously test whether improvements in bureaucratic quality will result in more efficient public service delivery. Researchers will collaborate with the Controladoria Geral da União to design and evaluate new training program aimed at improving the managerial capacity of public sector employees of local governments in Brazil.
