Digitizing Revenue Collections In Northern Uganda
This project explores how digitizing local tax systems can improve transparency, efficiency, and revenue collection in Northern Uganda. In partnership with the Ministry of Local Government and the United Nations Capital Development Fund (UNCDF), the research evaluates a digital platform that enables local governments to register taxpayers and collect payments through mobile money, replacing manual assessments and cash transactions. The study aims to assess the system’s potential to streamline tax administration, enhance accountability, and inform the design of future large-scale evaluations as the platform scales across the country.
