Mass Digitization Of Government Transfers In Togo
This project evaluates how digitizing government-to-person (G2P) transfers can enhance social protection and household resilience in Togo. In partnership with the Government of Togo, researchers are studying the Novissi program, which delivers mobile money transfers to low-income households through a USSD-based platform. Using a randomized evaluation of 57,000 beneficiaries and multiple data sources the study aims to assess how digital delivery systems and machine learning–based targeting can improve the efficiency, equity, and impact of social assistance programs. Insights from this research will contribute to the design of scalable, data-driven social protection systems in Togo and beyond.
